Who licenses security officers in Portland and Vancouver?
On the Oregon side, the state does, through the Department of Public Safety Standards and Training. Since January 1, 2024, a company needs a Private Security Entity license, renewed every year for a July 1 to June 30 term with renewals opening May 1, plus a licensed executive manager, liability insurance of $1 million per occurrence and $2 million aggregate, and a wage bond sized by headcount. Unarmed officers need 14 hours of basic training and a 4-hour renewal course every two years; armed officers add a firearms course of at least 24 hours and an annual qualification. Oregon’s statute, ORS 181A.895, preempts local laws regulating private security providers, so there is no separate Portland guard license; the city’s business license tax registration still applies.
In Vancouver and the rest of Clark County, Washington applies. The Department of Licensing licenses the company through a qualifying agent and each guard, who must be 18 and work for a licensed company; armed guards are 21 and hold a firearms certificate from the Criminal Justice Training Commission. Under RCW 18.170.105, guards complete 8 hours before assignment, 8 more after, and a 4-hour refresher every year. Neither state has general daily overtime for guard work; both pay time and a half after 40 hours in a workweek.

Portland Security Software Questions
Does the City of Portland license security guards?
No. Oregon law, ORS 181A.895, preempts local laws regulating private security providers, so DPSST’s certifications and the company license are the guard credentials. Portland’s business license tax registration still applies to companies operating in the city.
Can a DPSST-certified officer work a post in Vancouver, Washington?
Not on that certification alone. Washington licenses guards through its Department of Licensing, with its own training hours. An officer working both sides holds both credentials, and CGuardPro keeps each with its own expiry date.
When does an Oregon Private Security Entity license renew?
Every year, for a term running July 1 to June 30, with renewals opening May 1. Put the date on the company calendar; it is separate from each officer’s two-year certification cycle.
How do we show a fab or data center that rounds were done?

Does Oregon have daily overtime for guards?
Generally no. BOLI applies daily overtime after 10 hours to manufacturing establishments; for most employers overtime is time and a half after 40 hours in the workweek. Washington is also weekly.
