DOS issues the card, DCJS owns the training
The Department of State, Division of Licensing Services, issues agency licenses and guard registrations. The Division of Criminal Justice Services approves the schools and courses. An officer’s file needs paper from both before anyone stands a post.
Watch, Guard or Patrol Agency license
The company holds a Watch, Guard or Patrol Agency license for a two-year period. The qualifying principal must be at least 25, pass the DOS written exam, show two years of qualifying security or supervisory experience and file a $10,000 surety bond.
Three training clocks per officer
An 8-hour Pre-Assignment course before applying, 16 hours of On-the-Job Training within 90 days of starting work, and an 8-hour Annual In-Service course every year of the two-year registration. Three clocks, each one easy to miss on a large roster.
Armed means a pistol permit first
Armed guards add a 47-hour firearms course, which requires a valid New York State pistol permit, plus an 8-hour Annual Firearms course every year. The registration alone does not authorize carrying.
