Who licenses security officers in Kansas City?
Neither state licenses guards statewide; the city police do. On the Missouri side, the Kansas City Board of Police Commissioners licenses private security through KCPD’s Private Officers Licensing Unit under 17 CSR 10-2. The company needs its own license on top of each officer’s, and a $1 million liability insurance certificate naming the board. The annual company fee is due by January 31; if it is missed, the company license expires and every officer license under it goes inactive at once. Officer licenses expire one year from issue. Unarmed applicants must be 18 and pass the board’s written exam; armed licensees must be 21, qualify every year and complete four hours of handgun training a year at the KCPD range.
On the Kansas side, the Kansas City, Kansas Police Department Records Unit issues security guard permits; applicants must be at least 18 and bring a letter from a licensed security company that will employ them. Kansas has no statewide guard license, so other Johnson and Wyandotte County cities may have their own ordinances: ask each one before you staff a post.
