Who licenses security officers in Birmingham?

Only the state. The Alabama Security Regulatory Board licenses contract security companies, which need a licensed qualifying agent with three years of supervisory experience; company licenses expire September 30. Officers apply within 30 days of starting work, complete at least eight hours of initial board-approved training from a board-certified trainer, and hold a license that runs two years from issue. Armed officers qualify with their firearm at least once each calendar year. The minimum age is 21, or 18 for officers who will never be armed.

Alabama law (Code of Alabama § 34-27C-18) says cities and counties may not license security guards, so Birmingham, Hoover and Jefferson County cannot add a guard license of their own. A local business license is a separate matter; confirm it with the city. Alabama has no state overtime statute, so the federal 40-hour weekly rule applies.
