What licensing applies to a guard company in Philadelphia?

Pennsylvania licenses watch, guard and patrol businesses through the court of common pleas of each county, under the Private Detective Act of 1953. In Philadelphia that petition goes to the First Judicial District’s Office of Judicial Records at the Stout Center for Criminal Justice on Filbert Street; a business application needs a verifiable Philadelphia address, and the applicant is given a court date, per the court’s first-time applicant guide. A company working in the suburbs files with those counties’ courts as well.

Armed officers need Pennsylvania State Police Act 235 certification, typically valid for five years; renewal opens no earlier than six months before expiry, and an expired certification means applying again from the start.
