A Board inside the commerce department
Hawaii regulates guards through the Board of Private Detectives and Guards, part of the Professional and Vocational Licensing Division of the Department of Commerce and Consumer Affairs, under HRS chapter 463. Complaints go to DCCA’s Regulated Industries Complaints Office.
Agency, principal guard, guard employee
The agency holds an entity license and must employ a principal guard who is responsible for management and control. Every guard who works for the agency is registered with the Board as a guard employee under Act 208 of 2010.
The principal needs four years
A principal guard must show at least four years of full-time guard or investigative work, pass an exam and clear an FBI and state fingerprint check. Agencies also post a surety bond of not less than $5,000 before licensure.
8 hours before day one, 4 hours every three years
A guard employee completes eight hours of classroom instruction from a Board-approved instructor on a Board-approved curriculum before the first day of service, and four hours of classroom instruction in each three-year registration period.
Everyone renews on the same June 30
Guard employee registrations renew on June 30 every three years (2021, 2024, 2027). A whole roster comes due on one date, which is a scheduling problem as much as a paperwork one.

What training does a Hawaii guard need before working? +
Under the Board’s Act 208 requirements, a guard employee completes eight hours of classroom instruction from a Board-approved instructor before the first day of service, then four hours of classroom instruction in each three-year registration period. Confirm current curricula with the Board of Private Detectives and Guards.
When do guard employee registrations renew? +
On June 30 every three years: 2021, 2024, 2027 and so on. A guard newly registered within a year of the renewal date gets a one-time exemption from the four-hour course for that first renewal, according to the Board.
