The State Police license the industry
Private security agencies in Arkansas are licensed by the Arkansas State Police through its Regulatory Services Division, the same office that handles private investigators and alarm companies. A guard company holds a Class B security services contractor license.
PSO, CSO and CSSO
Officers hold one of three credentials: Private Security Officer for unarmed work, Commissioned Security Officer for armed work, and Commissioned School Security Officer for armed officers in schools. The credential, not just the job title, decides which post an officer can take.
Phase I for everyone, Phase II to carry
Every applicant completes Phase I, at least eight hours on legal authority and report writing, and passes an exam. Armed officers add Phase II, at least sixteen hours split between classroom and range, taught by a certified firearms instructor.
School posts need 36 more hours
A Commissioned School Security Officer completes Phase III on top of Phases I and II: at least 36 hours covering active-shooter response, trauma care and defensive tactics. Schools ask for the credential by name.
Two-year credentials and dated refreshers
Licenses and credentials expire two years after issue. Renewal training is required every two years and must be completed within the twelve months before renewal, so a course taken too early does not count.

What is the difference between a PSO and a CSO in Arkansas? +
A Private Security Officer works unarmed after completing Phase I training, at least eight hours, and passing an exam. A Commissioned Security Officer can work armed after completing Phase I and Phase II, at least sixteen more hours of classroom and range training. Both are credentials issued through the Arkansas State Police.
